Anonymous user can not create DLQ

When the message redelivery limit is reached (as in message delivery to a MDB), the message is sent to the dead letter queue. If the DLQ does not exist, it should be created. The MDB is connected anonymously, however, and creating the DLQ fails as this is a privileged operation.
