Increase the producer flow control mem limit and remove vmcursor in the default activemq.xml

5.6/5.5.1-fuse increased the defaults in a sensible way, replicate that.
revisit the use of the vmcursor, with the default pending policy of retain all, that will cause pfc to kick in with one slow topic consumer, blocking fast consumers. not good.
