Read-only consumers should able to subscribe to any broker in the broker mesh.

Environment:-

1. AMQ 6.3 broker running in x number of pods in Openshift cluster
2. Producer and consumer running outside of Openshift cluster and are not aware of the number of broker pods
3. Queues created dynamically when producer application post messages to the queue
4. Consumers only have permissions to read from the queues

Issue:-

When a read-only consumer connects to the PODS other than the Producer POD consumer gets a SecurityException i.e User "XYZ" is not authorized to create

Expectation:-

In a similar way as a consumer can connect to any broker in a store-and-forward network of broker and consumer messages.

Read-only consumers to be able to connect to any broker in the broker mesh and subscribe to a queue as long as it was created in at least one of the brokers
