Small optimization on SequenceSet to prevent iterating through the whole set when a value bigger than the last value is added

Pull in the improvement from AMQ-7055 which relates to full recovery of the index page file free list. the index file is fully traversed and additions are always to the tail of the sequence set, this optimisation identifies that code path.
