Duplicated message in JMS transaction, when jdbc persistence fails (Memory leak on Queue)

Upstream https://issues.apache.org/jira/browse/AMQ-6891 is a good catch and fix for any scenario where store errors bubble back to clients.
Not unusual with the jdbc store.
