Messages Stop Paging in With JDBC Adapter

While testing a possible upgrade from A-MQ/ActiveMq 6.1 to 6.3, we have observed that message suddenly stop dispatching from the broker to consumers after several thousand are consumed. It appears the messages are not paged in. No messages are inflight, and no messages awaiting acknowledgement. The issue is repeatable in our environment.

Our test runs with 3 queues, 50 consumers per queue. Producers and consumers are transacted. Producers are non-async.
