Cursor Memory Usage Slowly Increases Over Time with Expired Messages

With a slow consumer on a virtual topic, reported memory usage on the consumer queue slowly increases and never returns to 0, even when the consumer queue is reported empty. This has been reproduced by starting a slow consumer on a virtualTopic that acknowledges messages every 10 seconds, then producing a steady stream of messages to the the topic, allowing most of the messages to expire to DLQ.
