[A-MQ,kahadb] add configuration so broker will not start if storeUsage limit is not available on the disk

If the broker is started and the amount of available space is less than the storeUsage limit, the runtime storageUsage limit is reset and the broker starts.If the available disk is very small this can lead to a broker starting that cannot process messages.enhancement; add configuration option to ensure enough space on disk to accommodate "storageUsage limit". If NOT enough disk space then DO NOT start.
