Align spring and spring-boot versions

    Description

      I am logging this so that we have a task to align spring and spring-boot versions across Fuse projects.

      For 7.2, we used spring-boot 1.5.16.RELEASE and spring 4.3.17.RELEASE. It appears that there is a 1.5.18.RELEASE already that uses spring 4.3.21.RELEASE spring-core, it may be worth investigation to see if we can bump to that.
