Update prometheus to newer productised version for fuse-karaf/fuse-java openshift images

The prometheus jmx exporter in the prod image of fuse-karaf-openshift and fuse-java-openshift differs from the centos version.

This could be overlooked as 0.10.0.redhat-2" (from upstream 0.10) is older than 0.3.x, the upstream project deciding to change from x.x to osgi versioning (x.x.x) without a major version bump.
