hawtio: problem with current Framework Start Level value under 70

      Description

      On OSGi Framework Configuration page, there should be some warning, when you try to set the framework start level lower than 80.

      Current behaviour:
      There is no warning message, that some bundles have start level 80. Fuse will crash, when you set the start level to lower value.

      Expected behaviour:
      We would expect some warning message, when you want to set this value to lower than 80. It will be more user-friendly and it will prevent lot of misunderstanding.
