Steps to Reproduce:

From a clean Fuse 6.3 R7 install, add 'karaf.lock=false' to ${KARAF_HOME}/etc/system.properties and start the container. Note that the ${KARAF_HOME}/port is not created. If you specify a port in system.properties, the port is not opened.
