Karaf addRepository JMX operation allows blacklisted feature repo to be installed

Seems passing a blacklisted feature repository URI to the addRepository JMX operation results in the repository being added.

Afterwards, if I check the available repositories via JMX, I see the blacklisted feature show in the results, but the name field is null.

Maybe the JMX operation should throw an exception if someone attempts to add a blacklisted repo.
