The "--force" option is not honored when setting a bundle level below 50.

When setting a bundle level to 50 or below, the system issues a confirmation message:

You are about to designate bundle as a system bundle. Do you wish to continue (yes/no):

Using the "--force" option does not bypass the confirmation message. Either the force option should work as expected, or another mechanism should be provided to bypass the confirmation.
