Align org.ops4.pax.keycloak in fuse-karaf

We now have a build of org.ops4j.pax.keycloak that aligns with the version of hawtio and karaf that are used in the pipeline :

http://origin-repository.jboss.org/nexus/content/groups/ea/org/ops4j/pax/keycloak/

Inside fuse-karaf we need to change something so that we use this build rather than the community version.
