Add dependencies for cxf-xjc-plugins to allow automated builds.

PNC cannot build CXF due to problems aligning to cxf-xjc-plugins. Although the POM manipulation extension automatically aligns dependencies to pick up redhat builds, the same is currently not implemented for plugin alignment. This issue is being tracked in PRODTASKS-57.

Would it be possible to add dependencies in the top-level pom for the cxf xjc plugins used until the tooling is fixed? This will trick PME into aligning the dependencies, and by extension align the plugins to the correct version.
