Change winsw version in Karaf to redhat build.

Please change the winsw.version property in the top-level pom to 1.18.0.redhat-1 so that it can be built in PNC without requiring changes on a private branch.
The community version of winsw is not in the default set of repositories PNC looks in, and as it's not a dependency it doesn't automatically get aligned to the redhat version.
