Can't use relative path for a bundle in a feature

    Description

      Hi,

      I've tried to use relative path for a bundle in a feature but when I try to install the feature I'm getting an exception:
      error executing command: uri is not hierarchical

      I've copied the jar file to the hot deployments folder and specified the jar file in the feature as:
      <bundle dependency="true">file:deploy/keycloak-osgi-thirdparty-1.9.8.Final-redhat-1.jar</bundle>

      In the Fuse documentation
      https://access.redhat.com/documentation/en-US/Red_Hat_JBoss_Fuse/6.0/html/Deploying_into_the_Container/files/UrlHandlers-File.html
      is written that it should support relative paths.

      Is this a bug or am I specifying the path wrong?
