Dashboard RBAC different in standalone and Fabric mode

create/delete/rename dashbord, create/remove/move/rename widgets

Standalone:
all roles can do all above operations

Fabric:
only admin group can do all above operations, viewer group and Deployer group can't do anything

(note: I say group because there are multiple roles with the same access rights)

I think this should be same for standalone and Fabric modes. I would say only Admin should be able to do the actions.
