Update JBoss Fuse configuration for SNAPSHOTs

    Description

      When working with SNAPSHOTs the following configuration needs to be added to JBoss Fuse configuration:

      1. EXTRA_JAVA_OPTS="-Daether.updateCheckManager.sessionState=bypass" bin/fuse

      Additionally, the following should be set on any repos being used for SNAPSHOT artifacts:

      2. @releasesUpdate=always@snapshotsUpdate=always

      This is follow up to ENTESB-4012 in which these setting are required to be set to fully resolve the issue.
