Fuse on windows does not start without data directory

      Description

      Deleting data directory will result in karaf being unable to start with:

      start.bat
      		 
      karaf.bat: Ignoring predefined value for KARAF_HOME
      		 
      karaf.bat: KARAF_DATA is not valid: "C:\jboss-fuse-6.3.0.redhat-045\bin\..\data"

      On linux it recreates the directory and starts fine
