Provision status success without resolving artifact

Configuration:
1. offline
2. fabric
3. http proxy for fabric maven proxy and fabric agent
4. profile containing artifact from nonProxyHost repository specified in settings.xml
5. profile deployed to root container

Assumption:
Profile deployment should fail because nonProxyHost resolustion while offline cannot reach required repository.

Observation:
Shortly after profile deployment provision status is success. After while it change to analysing and hangs (I was waiting for 15 minutes). Unreachable non proxy repository and proxy repository is requested after timeout in loop. I suppose it should fail after first round.
