Missing explicit RBAC policies either in Standalone or in Fabric

      Description

      Some missing RBAC explicit policies have been noticed.

      We probably need a complete audit with the help of QE colleagues.

      In particular we need to check that:

      • RBAC policies that make sense to Standalone are present in etc/auth folder
      • RBAC that make sense to Fabric are present to the relevant profiles.

      An example of missing RBAC policy is the one covering fabric:create command, in Standalone mode.
