[Patch mechanism] Option --upload in command patch:fabric-install doesn't work on Windows

    • Steps to Reproduce:
      1. create fabric in 6.2.0GA on windows
      2. use new patch mechanism
      3. use patch:fabric-install command

      Description

      Unable to upgrade existing root created in 6.2.0GA Fabric to 6.2.1-071 using the new patch mechanism.

      The output is not perfect because it is really painful to copy something from powershell.
