Update weld feature to use CDI 1.2 and Weld 2.3

    Description

      It happens that the current weld feature uses Weld 2.1 while depending on pax-cdi-weld feature which correspond to Weld 1.x.

      In the context of ENTESB-4045, I propose to have a coherent weld feature that uses CDI 1.2 and Weld 2.3.0.Final. As the current version of that feature uses Weld 2.1, no behavioural change are expected compared to Weld 2.3.
