multiple javax.xml.soap package exist in container

one is from system bundle 0, one is from saaj-api spec. like
FuseESB:karaf@root> packages:exports |grep javax.xml.soap
0 javax.xml.soap; version=0.0.0
148 javax.xml.soap; version=1.3.0
Though two use different versions, but it can easily cause customer bundle error if customer not fine-tune their OSGi metadata headers.
And I don't think keep
0 javax.xml.soap; version=0.0.0
available is very useful here, we should comment it out from jre.preperties, just like we do for FUSE ESB 4.x
