Install cluster doesnt install additional stuff when the CRD is present

the install cluster command doesn't install additional stuff (for example syndesis-jaeger-operator clusterrolebinding) when the CRD is already present: https://github.com/syndesisio/syndesis/blob/master/install/operator/pkg/cmd/internal/install/install_cluster.go#L30-L31

The workaround is to delete the CRD and run install cluster again to get the additional stuff installed, but when deleting the CRD from the cluster, it will undeploy all syndesises present in the cluster
