[ER2] DV operator fails to build the builder image

When first deploying a VDB custom resource, the operator attempts to build the virtualdatabase-builder image. However, this build fails because it's trying to locate productized artifacts in maven central.

Did some digging and it appears that while the mavenRepositories from both config.yaml and the CR itself are propagated into the VDB pom when building the VDB itself, it is not propagated into the "synthetic" VDB used to build the builder image.
