Zookeeper cluster management is not 100% reliable

    Description

      In cases like:

      We have problems related to cluster management in fabric8v1 (what IS "fabric8v2"?):

      • duplicate registrations of cluster membership coming from single container
      • duplicate master containers elected
      • stale entries in gateway

      I'm going to make the cluster management 100% predictable, clear and consistent for these commands:

      • fabric:cluster-list <cluster>
      • zk:list -r /fabric/registry/clusters/<cluster>
