Work out procedure for installing Fuse on OpenShift on OCP 4.1

At the moment, we do not have a viable procedure for installing Fuse on OpenShift on OCP 4.1.

The Fuse QE team recently raised the documentation issue, FUSEDOC-3351, describing two workarounds for installing Fuse on OCP 4.1:
a) Disable the OpenShift Samples Operator
b) Install all necessary prerequisites into custom namespace
c) Exclude the fuse templates/image stream from the samples operator

Both of these workarounds involve non-standard steps with undesirable side effects and are therefore unacceptable as part of a standard installation procedure.
