[Hawtio] ProxyWhitelist - Exclude/Control the IP addresses that are automatically collected

Hawtio automatically gathers IP addresses of containers in the same fabric and add them to the whitelist.
Hence, the performance is impacted since some ip addresses are added that are used for instance to cheops-host.

We need to exclude or to control this list of ip adressess.
