we should not create a Camel Contexts folder in Project Explorer unless there is a camel context in a project

I just created the cxf-jaxws-javafirst archetype in 7.2.56 and it created an empty Camel Context folder for a project thats not even using camel. While camel is pure awesome, we shouldn't force extra camel noise on folks not using it - they will still learn its awesomeness later
