IDE needs license.txt, notices.txt, and dependencies.txt in it's root directory

According to Charles, the IDE needs to have "license.txt, notices.txt & dependencies.txt at the root of the untarred/unzipped installation (since they can be downloaded independent of "installer"). The installer will grab them from the root of the tar/zip."
