allow requirements to be created/edited from the Status page

would be good to have a context menu + toolbar icon to add a new requirement for a new profile - or add/edit the requirements for the currently selected entry in the status page - without users having to navigate to the profile -> requirements tab.

we could hopefully reuse the Requirements form, just inside a dialog so its easy for users to stay on the Status page and update the various requirements
