Run a specific spring camel context as local context loads all contexts

Expected behaviour:

For Spring DSL context files it should be possible to run them separated in a local context (with and without tests)
For BP DSL it always loads all contexts (thats so by Camel BP design)

Current behaviour:

For Spring DSL context files it is only possible to run them separated in a local context when you don't skip the tests.
