Refactoring for "Decision Table" editor

Acceptance criteria:

1. Set table orientation
   1. This should not be affected by the change of hit policy or table data
2. Change hit policy
   1. Change should be visible in most left upper cell
   2. If COLLECT <function> was selected, then hit policy changed and then again COLLECT selected, then <function> should be same as previously
3. Clear decision table context entry clicking to any header cell
4. Add rule
   1. Above
      1. Clicking to existing row number
      2. Clicking to existing cell
   2. Below
      1. Clicking to existing row number
      2. Clicking to existing cell
5. Add input
   1. Before
      1. Clicking to existing input
      2. Clicking to existing output shouldn't allow to add input
   2. After
      1. Clicking to existing input
      2. Clicking to existing output shouldn't allow to add input
6. Add output
   1. Before
      1. Clicking to existing output
      2. Clicking to existing input shouldn't allow to add output
   2. After
      1. Clicking to existing output
      2. Clicking to existing input shouldn't allow to add output
7. Remove
   1. Input
   2. Output
   3. Rule
   4. At least one item of all above have to be present - really like this!
8. Output clauses should be collapsed to one name
9. Reorder
   1. Inputs separately

   3. inputs with outputs and vice versa shouldn't be allowed
