PKGs downloaded from guvor contain void references to the internal resources

Guvnor build PKGs using ReaderResources. When a PKG is downloaded by a client's PackageBuilder (using a UrlResource), the source resource for
rules, declarations, etc.. is not updated to reflect the UrlResource
