Support heartbeat messages for Oracle

This is especially useful for making sure redo logs can be released by the server also if only non-whitelisted table changes are captured for a while. Most of the work for this has been done already with DBZ-800, which has been released with 0.8.1.Final (for Postgres already). What remains to be done is a test for the functionality with the Oracle connector.
