Set up pull request build job for testing the PG connector with wal2json

    Description

      Besides the existing PR builder there should be one which just builds the PG connector and its dependencies with the wal2json plugin, so to catch errors showing up only with this plugin early on. It should run the following command essentially:

      mvn clean install -pl debezium-connector-postgres -am -Pwal2json-decoder
