Add the ability to control the strategy for committing offsets by the offset store

In the current implementation the commit offset logic is always periodic and it's configurable only in the amount of time of the interval.
We would like to have another mechanism for committing offsets. For example, allowing the component using Debezium to trigger the offset commit (via some kind of public API).
Another example would be to expose a flag that we can set and only when it is set the commit should happen
