Migrate to Fedora base image

The Fabric8 Java 11 image hasn't been updated in a while: https://hub.docker.com/r/fabric8/java-centos-openjdk11-jdk. Let's move to the Fedora Minimal Base Image and install its JDK 11 package. This should also address the report about Agent Bond in DBZ-3926. We need to check though whether we rely on any specifics from the Fabric8 image. The JMX Exporter comes to mind.
