Change connection validation log level for better visibility

When starting the Oracle connector, if there are connectivity failures, the error that is given is often misleading to the user as they don't look at the full error, i.e.

Unable to connect: Failed to resolve Oracle database version

We should improve upon this so users know more explicitly why they cannot connect and likely remove the portion about failing to resolve the database version.
