Can I (& how do you think) submit translation for README.md on https://github.com/debezium/debezium as README_JA.md, like README_ZH.md?

Background:

I feel more users start using debezium than ever before in Japan also and I have also received some questions from my collegues and other company. (My presentation https://logmi.jp/tech/articles/323212)
