Change oc apply in jenkins openshift-test job to oc create

    Description

      Because 

      oc apply -f strimzi/install/cluster-operator/

      command In openshift_pipeline.groovy cannot be used as it has file size limit. 

      oc create -f strimzi/install/cluster-operator/

      has to be used instead
