Incorrect link/anchor pair for truncate.handling.mode property in PG properties documentation

Discovered via validation when testing the downstream build.

In the last row of the Required connector configuration properties table for the PostgreSQL connector, a typo in the ID string for the entry results in a mismatch between the self-referencing link for the truncate.handling.mode property and the corresponding anchor string.
