Apply filters with empty filter changes 'Exclude' selection to 'Include'

This occurs on the Filters step within the 'Create Connector' wizard...

If user selects 'Exclude' for one of the filters (and filter area is empty) - clicking 'Apply' changes the filter selection from 'Exclude' to 'Include'.  'Exclude' should remain selected.
