Upgrading from debezium 1.2.2 to 1.4.0 stopped snapshotting new tables

After upgrading from 1.2.2 to 1.4.0 whenever I add a new table to the include list it starts reading it from the binlog and not snapshotting.

After reverting to 1.2.2 it starts working again (although not for tables that were added in 1.4.0).
