Add support for binary.handling.mode to the SQL Server connector

    Description

      Currently, there's no API for filtering columns by type (see discussion). As a workaround, in order to avoid too large messages because of BLOBs, they can be truncated but that requires having them represented as base64 or hex strings. This feature is supported by the MySQL connector but isn't supported by the SQL Server one.
