Change initial.sync.max.threads to snapshot.max.threads

We've moved MongoDB away from using the term initial sync to using snapshot in the docs and in various places; however this remained. In preparation for implementing work for parallel snapshots across connectors, we should define snapshot.max.threads in core proper.
