protobuf decoder does not send old values for non-FULL replication identity

    Description

      When replication identity is not set to FULL the protobuf decoder does not send old values. wal2json sends them.

      We should

      • identify why the old values are not provided
      • decide if we should align with wal2json or keepthe current behaviour
